What a DOT Authorization Actually Means
Hydrostatic testing of DOT-regulated cylinders is not something any shop can decide to offer. The U.S. Department of Transportation — through the Pipeline and Hazardous Materials Safety Administration (PHMSA) — issues Requalification Identification Numbers (RINs) to facilities that meet the equipment, training, and procedural requirements for cylinder testing. Our facility holds RIN D133, issued by PHMSA and current through November 2027.
That authorization means we can test, requalify, and stamp cylinders under 49 CFR §180.209 and §180.213. It also means our technicians have completed documented DOT hazmat training in compliance with 49 CFR §172.704 — the federal standard that governs training for personnel who handle DOT-regulated cylinders. Training is refreshed every three years per technician.
The Equipment on Our Shop Floor
Our hydrostatic testing setup uses the water jacket method, which is the DOT-approved procedure for testing fire extinguisher cylinders and SCBA cylinders. The core components of the system include:
- Hydrostatic test pump: A high-pressure pump capable of generating and holding the required test pressure — typically 3,000 to 5,000 PSI depending on the cylinder specification
- Water jacket: A sealed chamber filled with water that surrounds the cylinder during pressurization; any expansion of the cylinder under pressure is measured by water displacement in a calibrated burette
- Pressure gauges and calibration equipment: All gauges are calibrated on a documented schedule to ensure accurate pressure readings
- Drying oven: After testing, cylinders must be completely dried internally before reassembly — moisture left inside accelerates corrosion and compromises the recharge
- Valve rebuild station: Valves are disassembled, inspected, and rebuilt with new O-rings and seats during the testing process
- Stamping equipment: DOT-approved date stamps for marking the cylinder with the requalification date and our RIN
The Testing Process, Step by Step
When a cylinder arrives for hydrostatic testing, it goes through a standardized process regardless of type:
- Intake inspection: We verify the cylinder specification, current date stamps, shell condition, and service history
- Depressurization and discharge: The cylinder is fully discharged and depressurized before any disassembly
- Valve removal: The valve assembly is removed for separate inspection and rebuild
- Water jacket setup: The cylinder is placed in the water jacket chamber, filled with water, and connected to the test pump
- Pressurization: The cylinder is pressurized to its required test pressure and held for the minimum test duration specified in 49 CFR
- Expansion measurement: Water displacement in the burette is measured at test pressure (total expansion) and after pressure release (permanent expansion). If permanent expansion exceeds 10% of total expansion, the cylinder fails and is condemned
- Visual inspection: The cylinder exterior and interior are inspected under test conditions for deformation, cracks, or leaks
- Drying: The cylinder interior is dried completely before reassembly
- Valve reinstallation: The rebuilt valve assembly is reinstalled with new seals
- Recharge and certification: The cylinder is recharged with the correct agent, tagged, and date-stamped with our RIN and the requalification date
What Cylinders We Test
Our primary testing volume is fire extinguisher cylinders — ABC dry chemical, CO₂, water, Class K, and clean agent units in all standard sizes. Documentation and Record-Keeping
Every cylinder we test generates a test record that includes the cylinder identification, specification, test date, test pressure, total and permanent expansion values, pass or fail result, technician identification, and our RIN. These records are maintained at our facility and available if a regulatory audit or compliance verification requires them. The cylinder itself carries the date stamp and RIN as permanent physical proof of the most recent test.
Why Most Companies Outsource — and Why We Do Not
Maintaining a DOT-authorized hydrostatic testing capability requires capital investment in equipment, ongoing technician training, calibration programs, record-keeping systems, and regulatory compliance. Most fire protection companies find it easier and cheaper to send cylinders to a third-party testing facility. That adds time, adds cost, and introduces a second vendor into every transaction.
We made the decision to bring testing in-house because it lets us control quality, control turnaround time, and offer customers a single point of accountability for the entire service process — from intake inspection through testing, recharge, and certification.
